Following is the text of a letter to the faithful of the Diocese of Sacramento issued July 24 by Bishop Jaime Soto,
Dear Friends in Christ
Please join me in opposing the provision of abortion on university campuses in California and praying for the protection of infants and young college-age women from the scourge of abortion.
SB 24 - the bill that would mandate staff at all California state university health clinics to dispense abortion inducing medications - has steadily advanced through the California legislature and is now poised to become law. This is unprecedented intrusion on university campuses. It is unnecessary and only serves to further indoctrinate the young to the ideology of abortion. We must continue our efforts to stop this deadly piece of legislation. The womb should not become a tomb for any child anywhere in our state. Women and children deserve better.
I am grateful for all the letters and phone calls of opposition you have already made to your legislators. Continue to do so. The State Legislature is on recess from July 12 to August 11. This means many legislators will be in their home districts. This is a good time to pay them a visit.
At this critical moment, I urge all Catholics and all Christians to join together in prayer. From August 3 through August 11, pray with me a novena to Our Lady of Guadalupe, patroness of unborn children, asking her powerful intercession to defeat this bill. Our own political action is important but we must also draw wisdom and strength from prayer. Salvation History is filled with examples of the focused, unified prayer of many Christians overcoming evil even when, from our limited human perspective, the cause seemed insurmountable and hopeless.
So please join with me and pray this prayer each day over these nine days:
Novena to Defeat Senate Bill 24
Virgin of Guadalupe,
Mother of the Christ Child and Patroness of all unborn children,
we implore your intercession
for the defeat of Senate Bill 24 and for the protection of all human life.
Guide our public officials to see the tragedy and the injustice of abortion
and to defend each and every human life through just laws.
Inspire us all to bring our faith into public life,
to speak for those who have no voice.
We ask this in the name of your Son,
Jesus Christ, who is Love and Mercy itself.
Amen.
Our Father, Hail Mary, Glory Be
My heartfelt thanks, in advance, for your cooperation. May the intercession of our Blessed Mother Mary sustain our pro-life efforts with the wisdom and mercy of her Son, Jesus.

Por favor, acompáñenme en oponer la provisión de aborto en los campos universitarios de California. Oremos por la defensa de vida de los niños no-nacidos y las mujeres jóvenes contra la aflicción del aborto.
SB 24 es la medida de ley que mandaría a los equipos de salud en todas las universidades estatales a proveer medicamentos abortivos. Esta medida se está avanzando por la legislatura estatal y está al punto de ser aprobado como ley. Sería una intrusión sin precedencia en las escuelas universitarias. Es innecesaria y solo sirve para adoctrinar a la juventud en la ideología de aborto. Continuemos la lucha para rechazar esta medida fatal. El seno materno no debe convertirse en una tumba para ningún infante en el estado. Se les merece mejor a los niños y mujeres,
Estoy muy agradecido por todas las cartas, emails, y llamadas telefónicas que muchos de ustedes han hecho en contra de SB 24. La legislatura está ahora en receso, desde el 12 de julio a 11 de agosto. Esto nos indica que los legisladores ya estén en sus distritos. Es un buen momento para visitar a las oficinas locales de nuestros representantes.
En esto momento crítico, les suplico a todos los Católicos y cristianos que nos unamos en la oración. Desde el sábado, 3 de agosto hasta el domingo, 11 de agosto, hagamos una novena a nuestra Madre, Santa María de Guadalupe, la patrona de los niños no-nacidos, implorando su poderosa intercesión con su Hijo, Jesús, para derrotar esta medida de ley. Nuestra propia acción social es todavía muy importante pero recorramos a la sabiduría y la fuerza de la oración. La historia de la salvación nos enseña muchos ejemplos cuando la oración comunitaria de muchos cristianos superaría todo mal aun cuando las causas nos parezcan imposible.
Entonces, acompañen me en esta oración cada día durante el novenario designado:

Virgen de Guadalupe,
Madre del Niño Jesús y Patrona de todos los niños no-nacidos,
imploramos tu intercesión
para vencer la medida del Senado 24 y por la protección de toda vida humana.
Guía a nuestros representantes para que vean la tragedia e injusticia del aborto
y que defiendan toda y cada una de las vidas humanas a través de leyes justas.
Inspíranos a llevar nuestra fe a la vida pública,
hablar por los que no tienen voz.
Te lo pedimos en nombre de tu Hijo,
Jesucristo, que es el amor y la misericordia misma.
