Dear Friends in Christ,

In the March/April issue of the Catholic Herald magazine, you will read about the ongoing efforts of the Diocese of Sacramento to protect the young and vulnerable, to create truly safe spaces for all God’s People, and to atone for the devastating sin of clergy sexual abuse. All of these are lifetime endeavors; a key part of who we are as a Church for all time.

A vital aspect of owning and atoning for the sins of the past is resolving claims brought forward by victim-survivors in a fair and responsible manner. I have committed to this principle and attempt to live it in every case.  

This year, there is a very important development I must share with you.

More than 200 lawsuits alleging sexual abuse of minors have been filed against the diocese as a result of a state law extending the statute of limitations for such cases.

To learn of this staggering number of claims is truly heartbreaking. These claims represent real people whose lives have been damaged by the sins of individuals whom they had been taught to trust. I apologize deeply for these sins and for the harm they have caused.  

The civil claims received by the Diocese of Sacramento, along with claims made against other dioceses in northern California, are being managed in a special proceeding overseen by a judge of the Alameda County Court. The Court has begun early discussions with an eye toward the establishment of a workable claims resolution process. We and the other parties are in close communication and cooperation with the Court in this regard, but we are still very early in the process.   

I am committed to resolving all claims as fairly as possible. Given the number of claims that have been presented, however, resolving them may overwhelm the diocese’s finances available to satisfy such claims.  

This financial challenge is unlike anything we have faced before.  I must consider what options are available to us, should the diocese become insolvent.  

I regret that this information will be a source of disappointment and anxiety for the Faithful. Although there is much that we do not yet know about the process for resolving these claims, I hope we will be able to answer at least some of the initial questions you may have. The diocesan staff has prepared a question-and-answer article addressing the considerations before us. At this time, there are many questions that can’t be answered. I will, however, add to this discussion as we move forward.

Above all, I ask you to remain with me in prayer for the victims of sexual abuse. Remember at all times that the situation we face is due to the sins of our Church, not to victim-survivors seeking justice and healing. The relentlessness of the pain and suffering of these victims must be matched by the relentlessness of our prayers for their healing and by our efforts to never again allow these sins of sexual abuse to occur in the Church.

Enfrentando las Heridas Causadas por el Abuso del Clero

Estimados amigos en Cristo,

En la edición de marzo/abril de la revista diocesana, Catholic Herald, leerá acerca de los esfuerzos continuos de la Diócesis de Sacramento para proteger a los jóvenes y vulnerables, crear espacios efectivamente seguros para todo el Pueblo de Dios y de expiar por el devastador pecado del abuso sexual por parte del clero. Todos estos esfuerzos serán por vida; una parte clave de lo que somos como Iglesia por siempre.

Un aspecto vital de acoger y expiar por los pecados del pasado es la resolución de los reclamos presentados por las víctimas de manera justa y responsable. Me he comprometido a este principio y trato de vivirlo en cada caso presentado.  

Este año, hay un acontecimiento muy importante que debo compartir con ustedes.

Más de 200 demandas por abuso sexual de menores se han presentado contra la diócesis como resultado de una ley estatal que extiende el estatuto de limitaciones para tales casos.

Enterarse de este número asombroso de reclamos es realmente doloroso. Estos reclamos representan a personas reales cuyas vidas han sido dañadas por los pecados de personas en las que se les había enseñado a confiar. Lamento y profundamente pido perdón por estos pecados y por el daño que han causado.  

Los reclamos civiles recibidos por la Diócesis de Sacramento, junto con los reclamos presentados contra otras diócesis en el norte de California, se están coordinando en un procedimiento especial supervisado por un juez de la Corte del Condado de Alameda. Este tribunal ha comenzado las primeras discusiones para determinar el establecimiento de un proceso viable de resolución de reclamos. Nosotros y las otras diócesis estamos en comunicación y cooperación con la Corte en este respecto, pero aún es muy temprano en el proceso.

Me comprometo a resolver todos los reclamos de la manera más justa posible. Sin embargo, dada la cantidad de reclamos que se han presentado, resolverlos podría abrumar las finanzas disponibles de la diócesis para satisfacer dichos reclamos.

Este desafío fiscal es distinto a todo lo que hemos enfrentado antes. Estoy considerando qué opciones están disponibles para nosotros, en caso de que la diócesis se declarara insolvente.

Lamento que esta información será una fuente de decepción y ansiedad para los Fieles. Aunque hay mucho que aún no sabemos sobre el proceso para resolver estos reclamos, espero que podamos responder al menos algunas de las preguntas iniciales que puedan tener. El personal diocesano ha preparado un artículo de preguntas y respuestas que aborda las consideraciones que nos afrontan. En este momento, hay muchas preguntas por las que no tenemos respuestas todavía. Sin embargo, agregaré a esta discusión más información cuando la tengamos.

Sobre todo, les pido que estén conmigo en oración por las víctimas de abuso sexual. Recuerden en todo momento que la situación que enfrentamos se debe a los pecados de nuestra Iglesia, no a víctimas que buscan justicia y sanación. La implacabilidad del dolor y el sufrimiento de estas víctimas debe ser igualada por las oraciones perdurables rogando por su sanación y por nuestros esfuerzos para nunca más permitir que estos pecados de abuso sexual ocurran en la Iglesia.
